In my experience , the phonepe wallet is not useful as it seem's to be , I feel like my money stuck in it. I'm not able to any transactions other than like pay electricity bill or mobile recharge, that's all . Let's cut this out :-

Open your phonepe app :-

Click on My Money 

Now , Simply click on (?) Help section 

Then look for "How Do I Close my Phonepe Wallet ?"

Scroll down , until you see the "Close Wallet" Button on the help page

Before clicking on this button , you cannot activate your wallet again ,Once the wallet is deactivated. But you will rewards , Scratch card as usual , don't worry about that 

Also , Make sure you link your bank account with phonepe when you're closing wallet .

Click on "Withdraw Wallet Balance" , then "Confirm & Deactivate Wallet".

The prompt will you ask again , simply click on "Deactivate Wallet". 

You will see the Wallet Closure screen & then the wallet balance will be transferred to your bank account. Usually it takes five minutes for transac tion (if it's not it will take 5-6 days ).

This method will not cost any penny of yours, Don't go for another method until you want your wallet should be work as well.
